In the COP14 implementation year, DoD will continue to provide technical assistance for the timely and accurate collection of national HIV indicators within the military HIV program targeting beneficiaries of the military healthcare systems in The Dominican Repubilc and to facilitate data flow mechanisms for linkage to national military health and MOH systems. National resources and targeted training will be leveraged to improve strategic information systems and capacity in the Dominican Repubic Armed Forces. Training in the use of data collected through the military's health information management system will enable the military HIV programto make more strategic, data-based decisions in a timely manner . Capacity will be built among defense force personnel to conduct operations research to evaluate the effectiveness of program implementation and to execute reports required by multiple stakeholders, including internal reports for decision making, the MOH, international bodies such as COPRECOS and PEPFAR. This training is intended to help the DRAF to become more efficient and effective in offering HIV prevention and care services as well as move them towards greater ownership through empowerment for decision making. Improved management and use of health information systems will allow the DRAF over the next year to completely manage this system and the data it generates on their own. During the COP14 implementation period, DOD will monitor the data collection and use capabilities of each country's military through in-training evaluation and follow-up calls and visits to assess and troubleshoot problems in the collection and use of data.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
